Townsville 1943. Detective Senior Sergeant Jack Rayner returns to his old stamping grounds, recalled from forced medical retirement in time to deal with two murders on the same day.
The town is filled with apprehension and fear. Fearful of the Japanese pressing to the north and apprehensive of the social depredations brought by ninety thousand troops.
Black markets are thriving. Drugs accessible. Prostitution is rife. The community cringes but does nothing.
Rayner has to work the crimes and at the same time walk the jurisdictional mine field with both the military police of the USA and Australian forces without getting Uncle Sam off side.
Murder and mayhem continue and the case leads Rayner to discover a new darker, deeper player running another lucrative drug racket.
Yet there is a final strand to unwind, and it nearly costs Rayner his life.
