Detective Sam Waters responds to a call from a passerby that a body dressed like a ghost is hanging from an oak tree in a local park.

Before Waters can begin uncovering the truth, his cell phone rings - it's the killer calling to promise that if he doesn't find him, the detective will be his final victim.

As he races to stop the mysterious madman, more and more bodies are found hoisted up into trees all over the city. Always one step behind, but determined to take the killer down before he comes after him, Waters and his partner set out to find the man who calls himself "The Ghost Killer".
