He sets up HQ in Ocean City, Maryland preparing to bring in more ISIS terrorists by picking them up in a fishing boat (alleviating their need to swim ashore).Homeland Security, the ATF, the FBI, the Coast Guard, the Navy, and local & state police become involved.
