The Sweet Sixteen Killer

Murders are happening in and around the city of Lynn, Massachusetts. Detective Robert LeBlanc, is the lead detective investigating the latest killing. All victims are being killed on their 16th birthday. The killings are close to home, since Bob's brother Scott was killed in 1981 on his 16th birthday. Is there a serial killer on their hands? Is Scott's killing related to the most recent killing?
