Keeping Us Safe

Hulnick (international relations, Boston U.), a former CIA officer, advocates the reform of US intelligence operations to shift their focus from tracking a limited number of stolid Cold War antagonists to keeping track of slippery and inscrutable terrorists, spies and criminals who operate largely independently of states. Hulnick describes the systems currently in place, the problems inherent in intelligence gathering and analysis, and methods that could be used to increase security (such as changing recruitment practices and making communication among agencies a primary part of their function) without sacrificing the freedoms Americans currently expect.
