Troy Pearce and his elite team of drone experts are called in when rising tensions between China and Japan threaten to dramatically change the geopolitical climate of the world.
 
When China stakes a dubious claim in the hotly disputed waters of the East China Seas, the Japanese prime minister threatens to tear up the constitution and pursue a military expansion of its naval forces to stop the Chinese aggression. But Japan’s threat to remilitarize risks provoking an arms race with China that would, by treaty alliance, draw the United States into the conflict.

In order to de-escalate the first foreign policy crisis of his administration, U.S. president Lane dispatches Pearce and his team to Tokyo to diffuse the situation. But the tragic death of his friend and environmental researcher Dr. Kenji Yamada at the hands of what appears to be a Chinese military operation threatens to push Pearce into a series of decisions that could lead to the next great war in the Pacific until the real culprits behind the killing are revealed.
