Evil begets evil, or so they say. But for whom, and who must pay the price for that evil? Every day people are bullied and tossed aside by a world that wants nothing to do with the weak. Who are the weak? And who are the strong? And who decides?

Sheriff Tommy Languis must figure out which one of these he is going to be when his small college town is ravaged by the murder of one of its young students. He soon finds that lurking just beneath the surface of his quiet city is a volcano of emotions ready to burst and destroy anyone that gets in the way. The investigation leads him to discover that bullies aren't just someone you deal with in school but someone that stays with you in different forms for the rest of your life. He must piece together a puzzle of emotional abuse that cycles around and hits his own home.

As Tommy's personal life is falling apart, he must figure out who is killing off members of the student population, while keeping the reporters and members of a fanatical church from riling up the already emotionally-charged community.
