"The Children of R: Plans From Beyond the Earth Plane", is a channeled manuscript by Chime 1.3.0, (pronounced one, three, zero). 1.3.0 was a personal student of Heike, one of the original Vril Ladies.

1.3.0 is a Chime: one of a trinity of spirits that incarnated here to Earth as a human triad with the mission to share a message from The Council in Aldebaran. Aldebaran is a multi-planet Star System located in the Taurus Constellation; more specifically, "The Bulls-Eye." The Council in Aldebaran is responsible for this sector of our Galaxy administered by the Galactic Council. The Council in Aldebaran is urging Earth to meet the criteria of The Administrators in order to be accepted by The Galactic Council. If we do not meet these criteria we will be destined for another cataclysm.

The Administrators criteria are:
1.) The denial of hostility.
2.) To reach an understanding of the ultimate goal of balancing the Universe.
