This collection contains 25 papers on the state of national water resources regulation. Amid concerns of many practitioners and policymakers that U.S. environmental regulation may be wasting society’s resources, many have suggested that priorities be reorganized. These papers offer specific suggestions for improvement at the statutory or regulatory level. Topics include: risk assessment to set priorities; environmental protection of entire ecosystems; health policies and risk assessment; stormwater planning; regulation of nonpoint sources; and restoration of wetland ecosystems.
