Author Biography: Terry M. Mays, Ph.D., is an adjunct professor of political science at the Citadel in Charleston, South Carolina. He is also the co-author of the "Historical Dictionary of International Organizations in Sub-Saharan Africa" (Scarecrow, 1994).
