Governance: The Presidency, the Congress and the Constitution - Deadlock or Balance of Powers?

Governance II is the second foray into studying the interrelatedness in the constitutional system. It seeks particularly to relate the presidency to the rest of the system. Each contributor views the presidency not in isolation but as influenced by and influencing the Congress, the courts, or administrative management within the political system.
