Infrastructure Delivery: Private Initiative and the Public Good

The essays in this book grew out of background papers for World Development Report 1994, which focused on infrastructure and development. The first half of the book reviews the interplay of private initiative, competition, and regulation, while the second half traces the ongoing evolution of the financial tools used to fund the world's growing demand for infrastructure. The essays analyze from today's perspective the tension between harnessing private initiatives and protecting the public interest. Topics discussed also include: a) infrastructure delivery; b) ownership and financing of ownership; c) new market opportunities in telecommunications; d) principles of regulatory policy design; e) financing infrastructure in developing countries; f) public finance of infrastructure; g) role of export credit agencies in the foreign financing of infrastructure in developing countries; h) project finance; and i) methods of loan guarantee valuation and accounting.
