Title I funding, established with the Elementary and Secondary Act of 1965, provides some funding to low-income schools. Kosters (American Enterprise Institute) and Mast (Progress and Freedom Foundation) compare the educational achievements of students in Title I schools with those of students in non-Title I schools during the 1990s, finding that any improvement in Title I schools is insignificant. Rather than conclude that the funding is not enough, they argue that Title I should be abolished and that the right-wing agenda of school vouchers, testing, and "incentives" should be implemented.
