Dangerous Society

America is experiencing a serious problem with urban youth gangs. Teenagers are becoming involved at an alarming rate in the deadly business of drug-trafficking—and murdering to protect that business. Our traditional juvenile justice system, designed to deal with lesser infractions of the law, is not meeting this challenge.
     Today's organized inner-city gangs are large-scale drug operations. They take on a Fortune 500 look, with divisions administering marketing, sales and accounting, and they amass multi-million dollar profits that are invisible and illegal.
     This investigation offers a starting point from which we might begin to combat the urban youth gangs in Detroit as well as the many other areas experiencing similar problems. No community—urban, suburban, or rural—has escaped the far-reaching effects of drug-related crime. No one is immune.
