Technology and Security in the Twenty-First Century: U.S. Military Export Control Reform

This Center for Strategic and International Studies report argues that current military hardware export control procedures and bureaucracies are leading to a period in which industry is strangled in keeping up with the technological demands of modern warfare and in which the U.S. and its European allies will face more and more problems from the lack of interoperability of hardware. The report offers recommendations for an overhaul of the bureaucracy so that multilateral industrial bases between countries are emphasized, including licensing exchanges. Not addressed are potential dangers in the further spread of destructive technologies across the world.
