Spectrum Management for the 21st Century

In response to increased demand for access to the radio spectrum, this report recommends that the White House develop a comprehensive national spectrum strategy addressing economic and security issues, establish a senior spectrum management position and policy coordinating committee to resolve disputes among agencies, and setup a research consortium to lay out a roadmap for research and development in wireless technologies and promote their adoption.
