Victor Portillo believes his job as an FBI Special Agent is unparalleled. Although recent revelations about FBI foul-ups at Ruby Ridge and Waco have jarred him, his personal commitment to integrity keeps him focused on serving his country well. Then his world starts to come apart as a deadly confrontation erupts with one of his colleagues, Kendall "Bull" Creach. That's just the beginning of his difficulties.
Not only is the FBI corrupt from within, but the judicial system reeks of collusion at the highest level. Chief District Court Judge Bennett Testerman is the epitome of unprincipled betrayal through his close association with Bull Creach. Edwin Faust, Assistant United States Attorney, is a key player in the scenario. He is easily manipulated by Creach and Testerman through terror and his own ineptness. The IRS is not exempt from defect and plays its hand in the form of extortion and fear. The praetorian attitude of the agency extends to everyone; guilty until proven innocent.
