In colonial times, present day Harford County included the county seat of Baltimore County when Baltimore County embraced parts of present day Pennsylvania, Delaware, and most of northeast Maryland. Harford County has had a large impact on the Chesapeake Bay since it is bounded on the east by the Susquehanna River, and the County is located at the head of the Chesapeake Bay. In colonial times, Harford County contained seaports, but due to siltation, the coastline is now used for water recreation and sports. Most of the ground transportation along the east coast passes through Harford County; and it is only 25 miles from Baltimore and within commuting distance of Washington D.C., Delaware, and the Philadelphia area. Harford County was almost entirely a quiet rural farming community until President Woodrow Wilson made it the home of Aberdeen Proving Ground. Now, Aberdeen Proving Ground is the center of the Army's research, development, and testing of tanks, vehicles, communications, electronics, computers, intelligence, medical supplies, and ordnance.
