Dawn of the sixth Millennium 4: Lessons from Earth

The Confederation votes to break their non-interference policy and contact Earth.  At first, things go well with the Terrans accepting the Aliens.  But an incident on one of the planets caused by some Earth students leads the Confederation to decide if they should continue contact or abandon the planet altogether.
