The phenomenon of Wiki War has been accelerated by globalization and accessible high level technology. The ‘barbarians at the gate’ are no longer Goths and Huns- today they are Islamists and Drug Lords. Thye are not tied to states though they may derive succor from them. Al Qaeda (AQ), Labanese Hizballah (LH), Earth Liberation Front (ELF), and Somali Pirates are autonomous, though they can and will form coalitions with states where possible, thus generating hybrid warfare. Today’s barbarians are marauders whose prosperity is based on chaos. They are opportunist, exploiting declining state influence. The author offers a description of what’s happening accompanied by observations as to why it’s happening and how the Untied States might respond. The times, they are rapidly changing.
