Studies of the rise of policing in Europe have tended to neglect the development of Russian policing. In his study of the Russian political policing of the emigré community, Zuckerman (history, U. of Adelaide, Australia) seeks to "Europeanize" his topic, placing it within wider contexts of the development of industrialization and its attendant social and political conflicts. He explores the development of the Foreign Agentura, first established in Paris in 1883 in order to battle the growth of anarchism and socialism among Russian emigrés and gradually spreading across Europe and to the United States.
