Taking as a case study a period during which British policy objectives were revised and policy makers struggled to cope with a declining economy, Pemberton (London School of Economics and Political Science) explores how radical changes in the framework of economic policy can come about, and why such changes may not prove to be enduring. He draws on political science theory from the fields of social learning and governance, arguing that the strengths of each can offset the weaknesses of the other.
