Predatory Plutocracy

Predatory Plutocracy is a first-person account of how government computers add to waste, told by Anthony J. Windisch, CCP. For more than 30 years, Windisch has worked in managing, supervising, and designing computer automated systems, both for a large private company and for the federal government. He experienced how the federal government agency ignored his employee suggestions to eliminate computer waste. He witnessed how reports about financial mismanagement were ignored. Windisch is a Federal Whistleblower. His book tells his story and is a call to action.

In March 2008, Windisch completed his 25 -year study and report. Whistleblower Windisch claims that our United States government functions as a "predatory plutocracy" because it ignores individual concerns for the good of business. He describes this as similar to nations that suppresses individual rights for the good of the state.

In his whistleblower tale of government waste, Windisch documents a steady trail of government reports. These reports acknowledge problems with inadequate computer controls. For example, a Government Accounting Office Report (GAO) in 2000 warned about business and worldwide hackers.

"As noted in previous testimonies and reports, almost every federal agency has poor computer security. Federal agencies are not only at risk from computer virus attacks, but are also at serious risk of having their key systems and information assets compromised or damaged from both computer hackers as well as on authorized insiders."

Windisch has persisted on his whistleblower path. He has brought this federal financial mismanagement problem to the attention of a multitude of key government and political leaders at all levels of government. He has consistently worked to awaken the media to the computer crisis. Windisch has been met with disbelief, resistance, and buck-passing.

Windisch considers being a whistleblower his patriotic duty. He invites the American people to become involved in solving this national security crisis.
