As the title suggests, this book addresses a contradiction that, though obvious, has been continually ignored by everyone: if Portuguese democracy is real and national legislation hopes to guarantee it beyond reproach, how can anyone explain the repeated perversions of justice and the frequent impunity of those who govern, those who are affluent and those who judge, unless you by admit that there is, in fact, corruption?

This book should not, however, be considered the result of unfounded speculations or illegitimate frustrations. On the contrary, it is a thesis supported by precise determinations of the law, facts, documents and decisions, as well as
