The following article is taken from Chapter 1 of Redistribution with Growth,* an exploration of policies to improve income distribution in developing countries in the context of economic growth. The study was conducted jointly by the World Bank’s Development Research Center and the Institute of Development Studies at Sussex University, England. The authors of the study are Hollis Chenery, Montek S. Ahluwalia, C. L. G. Bell, John H. Duloy, and Richard Jolly.
