The Executive General Orders (EGO) were not taken seriously at first by the people, and later they were subjected to paying fines. Then Assistant Secretary of the Navy, Franklin D. Roosevelt and Governor Ivan Wettengel intervened and some EGOs were abolished. 1 Happy Island is about a ban on whistling and how a certain incident changed a young boy’s point of view about a governor’s order.
