"When Peter and Jane move with their parents to the suburbs, they discover to their dismay that Sea View Gardens has no kids their own age. The only kids in the area seem to be babies or toddlers. The one building that wasn't torn down to make room for modern little houses is the sprawling old Sea View House, where a cranky old lady is supposed to live.
