About the Editor
William F. Howard is a graduate of the University of Albany Graduate School of Public Affairs, where he was a Herbert Lehman Fellow, and Manhattanville College. He has edited and provided introductions for several Civil War books and is the author of "The Leesburg Affair": The Battle at Ball's Bluff
(1994). Howard is a member of the New York State Archives Partnership Trust Board and served as Chairman of the New York State Abraham Lincoln Bicentennial Commission from 2006 to 2008.
