Hayter is an activist and writer who has been active in the campaign to close Campsfield, an immigration detention center in the UK. In this analysis of immigration controls in the UK, she argues that they are inherently discriminatory and are incapable of being fair or non-racist, since they originate in racism, and legitimate and breed racism. The second edition includes a new preface in which Hayter describes some of the changes that have taken place in the treatment of refugees and migrants since publication of the first edition in 2000, an updated list of organizations and bibliography, and inclusion of the "Manifesto of the No One Is Illegal group," produced in Manchester, England in Sept. 2003.
