Victor Scram is seeking vengeance on Soul Bugs. They killed his girlfriend and their poisonous pheromones are infiltrating minds everywhere. Dr Neon wants Victor to get more models for him to paint in order to complete his grand plan to puncture the role of mankind. The city is crumbling. It's an issue of control-behind everything city lies a dictator, a string puller, a starting point, and they don't give power up easily.
