Cuban Games

A senior British diplomat is suddenly reassigned from London to Papua New Guinea. A respected British Honorary Consul in Puerto Rico is suddenly fired. A successful and legitimate Cuban businessman in San Juan is suddenly warned to curtail his European travels because a U.S. Federal agency suspects him of arms dealing.

These three events could have perfectly reasonable explanations if taken in isolation. If taken all together, and occurring at almost the same time with three people who not only knew each other but had worked together, they are more likely the basis of a conspiracy.

Were Charles Drace-Francis, Ian Court and Matias Fernandez caught up in a conspiracy or were they just victims of their own, individual circumstances?
