Hibernation

What if Détente and the eventual fall of the USSR never fully occurred? What if some members of the Russian government decided to hibernate for over 25 years and then attack the U.S. with stolen nuclear missiles? What if an elderly former CIA Agent accidentaly finds out about this pack? Can something be done to prevent these fanatics from taking over the world?
