Tom Brown may have earned his nickname Trouble, but he certainly did not deserve the trouble he was having on Halloween this year.

Toilets are overflowing. School files are getting tossed. Papers are getting stolen. And Tom is the one getting blamed--and he didn't even get to enjoy doing those pranks!

But when Tom finds out who the culprit is, he wishes that he hadn't.
