The new Cosmetics Regulation replaces the Cosmetics Directive with effect from 11 July 2013. The new Regulation is designed to ensure the health of consumers. To this end, consumers should be informed about the composition and labelling of cosmetic products.
To monitor the market, a “responsible person” and their rights and obligations are defined. The annexes to the Regulation contain lists of banned or restricted substances. The lists also define banned or restricted colourings/dyes, preservatives and UV filters. The ban on animal testing is defined in concrete terms and alternative methods for testing end-products specified.
