After Anshi’s Rebellion, Tang Dynasty was crumbling and its national power was changing from prosperity to decline. The ancient Tubo took the advantage of occupying the wide area of Xiyu, Hexi and Longyou, the Skill Road which prospered for several centuries has been destroyed. Tang was trying to retake the lost ground, but they were incapable of doing anything. Hehuang area became the secret anguish in Tang emperor’s heart. Since Hexi area was occupied by Tubo, Duhuang has become a popular settlement for Han race. Although there has been a barrier between Hexi area and central plain area for several centuries, the morals and manners was growing convergence in the two areas. The people in Hexi regarded themselves as Tang’s people and they were expecting the reign of Tang emperor. As a result, in western China of Tang Dynasty, a big storm of revolting the tyranny was about to break out.
