Water rights administration: Experience, issues and guidelines

This publication illustrates "hands on" experience on, and offers preliminary guidelines for, the administration of systems of water rights and of the associated abstraction licensing and watewater disposal permiting legislation. It is directed at policy-makers, law-makers and government administrators so that implementation and administration requirements are anticipated and taken into account in the drafting water rights legislation.
