The rapid growth of urban areas in Asia has often resulted in poorly designed infrastructure in hazard-prone areas. This has increased the risk of disasters resulting from natural hazards. The intensity and frequency of climate-related hazards are increasing, further exacerbating the risk. Better understanding of disaster risk by urban stakeholders and the use of this information by governments to develop policies,
regulations, and fi nancing is needed. This publication summarizes the experiences of three areas that have provided incentives for disaster risk reduction. Case studies are presented from Da Nang in Viet Nam,
Kathmandu Valley in Nepal, and Naga City in the Philippines.
